The European Waste Management Association, FEAD, has welcomed a transitional measure proposed by the European Commission that would allow the continued use of paper Annex VII forms for shipments of green-listed waste until the end of the year. The Commission presented this approach at the end of March during a meeting of the waste shipment expert group, which was attended by representatives of EU member states and key stakeholders.
The European umbrella organisation, which represents the private waste management sector, says the flexibility introduced by the transition period is a "necessary measure to ensure a smooth transition towards digitalisation". Under the EU Waste Shipments Regulation (WSR), EU operators are required to submit documentation for transboundary shipments digitally from 21 May 2026. The requirement was intended to apply both to notifications as well as to Annex VII documents, which until now have not been submitted but have had to accompany waste shipments that were not subject to notification obligations....
