The European Parliament has now approved the reform of the EU Emissions Trading Scheme (ETS) in its second plenary vote on the legislative project. Among other amendments, it supported the inclusion of municipal waste incineration plants in the system from 1 January 2026. The compromise package was adopted with 439 votes in favour, 157 against and 32 abstentions.
MEP Peter Liese, the rapporteur for the proposed Directive, said after the vote that he was "very relieved and glad that a large majority is now living up to its responsibility". The Parliament had referred the ETS reform back to the committees for renegotiations in its first plenary vote in early June. Today's decision is "good for the climate and good for jobs", said Mr Liese. The German MEP is a member of the Parliament's conservative EPP group.
The text adopted by the plenary is the mandate for the Parliament's negotiation group in the upcoming "trilogue" talks with representatives of the Council and the EU Commission to hammer out the final text of the ETS Directive. The EU member states are to agree on their "common approach" to the ETS Directive and other parts of the "Fit for 55" package at their Environment Council meeting on 28 June....
