The government of the Isle of Man (IoM) is exploring options for the operation and maintenance of the Richmond Hill waste to energy facility which treats the residual waste generated by the island's 80,000 residents. The plant is currently run by waste management company Suez under an operation and maintenance (O&M) contract with the local government which is due to end in 2029.
Last week, the Manx Department of Infrastructure issued a request for information (RFI) as part of its efforts to explore the market and identify interest from potential contractors. The responses are to inform the development of a future tender, should the government elect to seek a new contractor rather than pursue negotiations with Suez.
The Richmond Hill plant houses a "primary" waste incineration plant which was commissioned in 2004 and which processes around 50,000 tonnes of waste per year. The facility also includes a transfer station for hazardous waste and a smaller, high-temperature "secondary incinerator" which can treat up to 5,000 tonnes special waste such as clinical waste and animal carcases per year. That facility is currently undergoing upgrading works which are scheduled for completion in 2025.
The age of the primary plant is a key factor in the future management of the facility and the Manx Department of Infrastructure notes that significant repairs and upgrades are to be included within the scope of a new contract. For some of the expected capital works, "it will be necessary to plan extended outages and waste will be baled, stored and / or diverted to other disposal sites."
Businesses interested in providing the required services may submit statements until noon on 17 October. In addition to information about the respondent's experience with similar projects, submissions should include a proposed solution covering the suitable contract term and the scope of services anticipated, the planning and implementation of major repairs and capital works, and key concerns and factors influencing the decision to participate in a future procurement.
