
The UK’s national scheme administrator for packaging extended producer responsibility (EPR), PackUK, has announced the appointment of its permanent senior leadership team. Jeremy Blake has been named Chief executive officer, while Esther Carter will serve as chief strategy officer.
Both are set to take up their positions in early September 2025. The appointments mark a key step in the operational roll-out of the UK’s new EPR system for packaging.
Jeremy Blake has a background in forensic science and transitioned into the recycling sector, working across polymers, glass, metal, and paper. His previous roles include chief operating officer at Enval and managing director and Ddirector of Circular Economy of the rigid plastic recycling business at Berry Global (now Amcor).
Esther Carter, the incoming chief strategy officer, has worked with global brands such as P&G, Mars, and Dow, and previously led the "Rethinking Recycling" programme at environmental non-profit Delterra. She also brings strategic experience from her time as a senior manager at McKinsey & Company and earlier roles with Tesco and P&G.
Mr Blake and Ms Carter will work alongside PackUK’s chief operating officer, a role currently held on an interim basis by Angela Murphy. Recruitment for a permanent COO is ongoing.
