Recycling Europe calls for EU-wide end-of-waste criteria for recovered paper

The industry association Recycling Europe has called on EU Environment Commissioner Jessika Roswall to establish EU-wide end-of-waste criteria for recovered paper, arguing that these are urgently needed. In a letter, the association notes that paper recycling, which it describes as one of the most successful value chains of the circular economy in Europe, is coming under increasing pressure. It warns that the situation is set to become more critical with the implementation of the revised EU Waste Shipment Regulation (WSR).

According to Recycling Europe, the sector already faces regulatory fragmentation and excessive administrative burdens. There is a patchwork of national end-of-waste criteria, with interpretations of transfrontier waste shipment rules and procedures varying from one member state to another. This leads to legal uncertainty, increases costs and hampers trade and investment in the EU internal market....
