Waste management industry calls for changes to the planned EU Packaging Regulation

The European Commission has received 500 responses from industry, trade associations and other interested parties in a consultation on its proposal for an EU Packaging and Packaging Waste Regulation (PPWR). In its submission, Fead, European Federation for Waste Management and Environmental Services, points out a number of "critical issues" that it believes should be addressed by the Council as they take over work on the file. The umbrella group, which represents thee private waste and resource management industry in Europe, calls for a significant number of changes.

The industry association advocates the expansion of the legal basis for the proposed Regulation. For specific rules on the management of packaging waste, the Regulation should be based on Article 192 TFEU, which addresses environmental protection, in addition to the legal basis for the internal market, said FEAD. The association sees a risk, given the differences between the member states when it comes to the organisation and levels of management of management of packaging waste, that the Commission's proposal would be watered down in the legislative process and that the high level of environmental protection lowered. The dual legal basis would allow member states to go beyond the level of environmental protection agreed in the Regulation and to adopt more ambitious environmental protection measures....
