The final negotiations with the European Parliament cannot begin before the member states agree a "general approach" on the future EU packaging legislation.

Representatives of the EU member states are still working towards their joint position for the future EU Regulation on packaging and packaging waste (PPWR). A preparatory committee, the environment working group, is currently discussing in detail the compromise text published in June by Sweden, which held the rotating Council Presidency at the time....
