The Council of the European Union formally adopted the End-of-Life Vehicles Regulation (ELVR) on Monday, completing the EU legislative process for the new rules governing vehicle circularity, recycled content and end-of-life treatment. The Regulation replaces the existing End-of-Life Vehicles Directive and the 3R Type-Approval Directive with a single framework covering the entire vehicle life cycle, from design and production through to collection, dismantling and recycling. It introduces mandatory recycled content requirements, strengthens extended producer responsibility (EPR), establishes new treatment obligations for recyclers and tightens rules on exports of used vehicles.
