As of 21 May, all waste plastics exports from EU member states to third countries have been subject to the prior notification and consent procedure. However, there have been reports that the new rules are not being applied uniformly within the bloc.
The Belgian recycling and waste management association Denuo issued a statement last week in which it claimed that some member states were not applying the new rules correctly, though it stopped short of naming specific countries.
In response to requests for clarification from the European umbrella organisations Recycling Europe and FEAD as well as from national trade associations, the European Commission has now sent a letter to member states. In the document, it clarifies the provisions for plastic waste of the revised EU Waste Shipment Regulation (WSR) that went into effect on 21 May and asks member states to bring the guidance to the attention of their competent authorities....
