The signatories to the Basel Convention agreed in 2022 to subject trans-border shipments of all types of electrical and electronic waste (WEEE) to the procedure of prior written notification and consent as of 1 January 2025. Now, the European Commission has published two draft delegated regulations that would transpose these changes into EU law. Feedback on the draft legislation will be accepted until 3 July.
The Commission plans to adopt the delegated regulations in the fourth quarter of 2024.
In addition, the European Commission is preparing an implementing act for the planned EU system for the electronic exchange of information and documents relating to notifications for transfrontier waste shipments. According to the Commission, the act will focus on establishing requirements for the interoperability between the Commission’s planned central "DIWASS" (Digital Waste Shipment System) and those systems already in use in some member states.
