The European Parliament voted to approve a compromise on an amendment of the EU Waste Shipment Regulation (WSR) that was hammered out by representatives of the Parliament, the Council and the Commission at the beginning of March. Before it can be finally adopted, the Council must still to approve the legislative proposal.
The new regulation is intended to introduce stronger measures for the fight against illegal transboundary waste shipments and facilitate enforcement. Among its other provisions, the proposed Regulation obligates member states to draft inspection plans for waste shipments. Moreover it reverses the burden of proof in cases where there is doubt as to the legality of a waste shipment.
