EU plans trade measure to address "aluminium scrap leakage"

The European Commission will move ahead with a new measure to address aluminium scrap leakage, responding to producers' reports of tightening domestic scrap availability. Speaking at the European Aluminium Summit in Brussels on 18 November, European Trade Commissioner Maroš Šefčovič said preparatory work would begin immediately, with adoption planned by spring 2026.

Recyclers, however, remain firmly opposed to any move towards export restrictions. Recycling Europe (formerly EuRIC) said the Commission’s own surveillance mechanism had shown "no evidence of scrap leakage"....
