EU PPWR: Draft report to be presented in EP Environment Committee

The European Parliament’s rapporteur wants to raise the ambition of the planned EU Packaging and Packaging Waste Regulation (PPWR). Rapporteur Fréderique Ries, a Belgian member of the European Parliament (MEP), said she has “remaining concerns as to the effectiveness” of measures proposed by the European Commission. The draft report by Ms Ries, a member of the “Renew Europe” group in Parliament, includes around 200 suggested changes to the Commission’s original proposal.

The key changes she proposes in her draft include the introduction of a high mandatory minimum target for the separate collection of all packaging and a ban on PFAS chemicals in food packaging made from paper and board, or related to rules on reuse and refilling of packaging and provisions on plastic packaging. Moreover, the rapporteur wants to create exemptions and ease the rules in various areas for small and micro-enterprises. She also wants online platform operators to be subject to extended producer responsibility (EPR) obligations.

Ms Ries is currently scheduled to present formally her draft to the Environment Committee on 4 May. Members of the Committee will have until 10 May to submit further amendments....
