The rapporteur of the European Parliament’s Environment Committee does not want to see any change made to the legal basis proposed by the Commission for an EU Packaging and Packaging Waste Regulation (PPWR). MEP Frédérique Ries’ draft report on the Commission’s proposed regulation retains Article 114 of the Treaty on the Functioning of the European Union (TFEU), which relates to the internal market and provides for the greatest level of harmonisation between EU member states. At the last Environment Committee meeting, some EU member states, had argued for the inclusion of an environmental basis, which would give them greater flexibility. Business groups, for their part, fear that a change in the legal basis for the PPWR would make the planned harmonisation of packaging law more difficult and result in a fragmentation of the single market....
