"A spectacular sucess" is how Katharina Kummer Peiry, the executive secretary of the Basel Convention, describes the 10th conference of the parties, which was held last week in Cartagena de Indias in Columbia. The conference's overall political message constitutes "a real paradigm shift", Kummer Peiry said speaking at the Bureau of International Recycling's autumn meeting in Munich on Tuesday. The Conference of the Parties succeeded in breaking the stalemate surrounding the entry into force of the "Ban Amendment" adopted in 1995, which bans the export of hazardous waste from OECD countries to non-OECD countries, and adopted important mandates for shaping the Convention's future.
