Minimum recycled material rates, durability and reusability criteria and extensions of producer responsibility for key products are among potential measures which the European Commissions plans to assess next year as part of its drive to improve resource efficiency. The "Roadmap to a Resource Efficient Europe" which was presented in Brussels on Tuesday defines full implementation of waste legislation as one milestone for 2020. The Commission envisions that "illegal shipments of waste have been eradicated. Energy recovery is limited to non-recyclable materials, landfilling is virtually eliminated and high quality recycling is assured".
