ELV Regulation: Commission proposes recycled content targets and additional export bans

The European Commission unveiled its plans for a new End-of-Life Vehicle (ELV) Regulation late last week. The proposed measures are intended to improve businesses’ access to needed raw materials, to contribute towards the achievement of environmental and climate targets and to strengthen the internal market. Specifically, the draft proposal includes provisions on plastic recovery and the use of recycled materials in new vehicles, along with expanding export bans on certain types of used vehicles.
