Since the European Parliament adopted its position on the EU Packaging and Packaging Waste Regulation (PPWR) at the end of November, all attention has turned to the Council, which must now settle on its negotiating position for the trilogue talks. Spain, which currently holds the rotating Council Presidency, aims to reach agreement on the Council’s position ("general approach”) by the meeting of the member states’ environment ministers on 18 December, but there are still unresolved issues. In the provisional agenda for the meeting, adoption of the "general approach” for the PPWR was listed as a "possible” agenda item....
