Council raises recycling capacity target in proposed EU CRM Act

Late last week the Council adopted its position on the proposed Regulation "establishing a framework for ensuring a secure and sustainable supply of critical raw materials", better known as the Critical Raw Materials Act. The aim of the legislation is to diversify the EU's critical raw materials (CRM) supply and reduce the dependence of the EU on third countries for key materials needed for the digital and green transitions.

To achieve these objectives, the proposed Regulation designates critical and "strategic" raw materials, and introduces measures to reduce the risks of dependencies. Among the amendments made by the member states are provisions that would increase the benchmarks for materials processing and recycling capacity in the EU and slightly broaden the range of materials considered strategic and/or critical.
