Council reaches agreement on EU Packaging and Packaging Waste Regulation

After lengthy negotiations that ran into Monday, EU member state governments have agreed on various amendments to the planned EU Regulation on Packaging and Packaging Waste (PPWR). This "general approach" paves the way for the start of trilogue negotiations with the European Parliament during which the co-legislators will need to find compromises in the areas where the positions of the two EU institutions diverge. The text developed in the course of those talks will need to be formally adopted by the Council and Parliament before the Regulation can enter into law.

The previous draft compromise text was altered again last week. Following a meeting of the Permanent Representatives (Coreper) of the member states last Friday, Spain, the current EU Council President, presented further amendments. The delegations of several member states still expressed reservations about different aspects of the Regulation during the Council meeting's morning debate, including the environment ministers of Finland, Germany and Italy.
