Council’s Working Party on the Environment discusses compromise proposal for PPWR

Sweden, which currently holds the rotating EU Council Presidency, has presented a new compromise text for the planned EU Regulation on Packaging and Packaging Waste (PPWR). The document, which could form the basis for the institution's "general approach" on the legislative project was discussed last week in the Council’s Working Party on the Environment (WPE). Sweden proposed that the discussion focus on eight key points, including the definition of "producers", the provisions on recycled and biobased content, compostable packaging and substances of concern.

In the compromise text, Sweden proposes revised definitions for packaging "producers” and "manufacturers” to better differentiate between these two terms. The original wording in the European Commission’s proposal would require "big changes” in existing extended producer responsibility (EPR) systems in the member states, according to the text.

Among other changes, the text also removes exemptions for cardboard boxes from the reuse targets for transport packaging....
